The Central High Command of the FARC-EP communicates to the public that on April 16, 2017 in the village of La Guayacana, Llorente, in the municipality of Tumaco, Nariño, our comrade Luis Alberto Ortiz Cabezas, Pepe, has been murdered.
Our comrade, who had benefited from the Amnesty and Pardon Act as established in the Final Agreement and who had been released days before he was murdered while visiting relatives. Pepe leaves a 6 months old baby girl.
FARC-EP commander Iván Márquez stressed today that the Colombian guerrilla will hold its next congress late in July or early August, when it plans to establish its political party. Time felt upon us, the leader of the Revolutionary Armed Forces of Colombia-People's Army (FARC-EP) told the press. He served as head of the movement's negotiators in peace talks with the government.
We recently carried out in Caquetá -protected by the love of the people- the march of the Third, 14th and 15th Fronts of the FARC to the Agua Bonita Transitional Zone in the municipality of Montañita, with which we closed the cycle of insurgent grouping in the 26 Transitory Zones and Points of Normalization, spaces in which the transfiguration of the FARC into a legal political party will take place, based on the reciprocal fulfillment of the commitments [Peace Agreement].
To achieve the signing of this Definitive Agreement, we Colombians have lived through more than seven decades of violence, half a century of open war, thirty-three years in peace processes, five years of debates in Havana, the disenchantment of the October 2 Plebiscite and the most historic effort to achieve the majority consensus of the nation.

In a different scenario from the previous ceremony (on 26 September) today in the Colon Theatre of Bogota, some eight hundred guests have witnessed the signature of the new Final Peace Agreement between the FARC-EP and the Colombian Government.
The »sounds« of this ceremony were also different. While in Cartagena the protocol seemed to have been very strict, here in Bogota, people didn’t seem to follow »procedures« so strictly. Indeed when the presenter announced, that after the signature it would be Comandante Timoleon Jimenez, leader of the FARC-EP to take the floor, the audience erupted in a noisy and warm applause and chanting.
The delegations of the National Government and the FARC-EP have agreed to sign the Final Agreement for the End of the Conflict and the Construction of a Stable and Lasting Peace of November 12, next Thursday, November 24 at 11:00 am in the Colon Theater in Bogotá.
Few hours away from the signing of the Final Agreement between the Government that you preside and the Revolutionary Armed Forces of Colombia FARC-EP, pain and indignation have forced us to address this public letter, so that you, also publicly, clarify and establish your position and commitment, not with the FARC, but with the Colombian people in general, in relation to the "Pistol Plan" that is being executed against popular leaders throughout the country.
1. The FARC-EP reaffirm, before Colombia and the world, that its guerrilla Fronts nationwide will remain in Final and Bilateral Ceasefire, as a necessary measure of relief to victims of the conflict, and as a sign of respect for the agreed with the National Government.
2. We call upon the social and political movement to support resolutely, through mobilisation and other forms of peaceful expression, the Final Agreement for the Construction of a Stable and Lasting Peace. Peace in Colombia is a constitutional right and a mandatory duty, which must prevail over hatred and violence.
