A commentary published Sunday in the People’s Daily, the flagship newspaper of the Communist Party of China, expresses strong support for Hong Kong Special Administrative Region (SAR) Chief Executive Carrie Lam and the Hong Kong SAR government in governance under the law.

According to the commentary, the central authorities strongly support the Hong Kong government in safeguarding the rule of law and the legitimate rights of its residents and strongly oppose interference by external forces in Hong Kong and Chinese internal affairs. They support the Hong Kong SAR’s decision to suspend the amendment to the Fugitive Criminal Transfer Orders in order to seek more views.

The Fugitive Criminals Ordinance, issued before Hong Kong’s return to the homeland, does not apply to other parts of China, including the mainland, Macao and Taiwan, explains the comment, adding that deficiencies in Hong Kong’s legal system were exposed last year in a Taiwan homicide case involving a Hong Kong resident.

The amendment is both a response to the need to address specific cases and a key step forward in addressing these legislative gaps. It is in accordance with the Basic Law of Hong Kong and helps to demonstrate the rule of law and justice of Hong Kong society, the commentary states.

Security is the fundamental guarantee of Hong Kong’s prosperity and stability, while the rule of law is a central value cherished by Hong Kong society. The central authorities strongly support the amendment process led by the Hong Kong government, with the aim of improving the local legal system and faithfully adhering to the "one country, two systems" policy, the commentary states.

The article calls for the broadest unity, in a context of patriotism and love for Hong Kong and the consolidation of social harmony and stability.

Hong Kong’s affairs are purely Chinese internal affairs and cannot be interfered with by any foreign country, organization or individual, the commentary states. "We call on the parties concerned to immediately cease all forms of interference in Hong Kong’s affairs and to refrain from harming Hong Kong’s prosperity and stability".

The central authorities will unwaveringly implement the "one country, two systems" policy, and Hong Kong society will undoubtedly remove doubts in order to reach a consensus, following the hard work of the Hong Kong SAR government and a reasonable discussion among the whole society, according to the commentary.
